The next Texas Legislative Session is still months away, but the policy conversation is already coming into focus. Across both chambers, the theme of affordability is taking center stage.
Property taxes, housing costs, insurance premiums, electricity rates, childcare, health care and higher education are all part of a larger cost-of-living conversation that will shape how lawmakers frame their priorities. For organizations preparing for the 90th Legislative Session, the takeaway is important. Translating your issue into an affordability message cannot wait until January 2027.
A Broad Affordability Agenda
Interim charges offer an early look at where lawmakers’ attention is headed. Lt. Gov. Dan Patrick has already put property tax relief, local government spending, electric transmission costs and water costs tied to industrial growth on the Senate study list and the House charges are closely aligned.
With this wide range of interest areas, the affordability debate is unlikely to be confined to a single committee or bill. Proposals that would previously have been judged only on technical merits will now be evaluated through an additional lens: “Does this make life more affordable for Texas families, businesses and communities?”
Why Communications Strategy Matters
Affordability is a powerful message because it is personal: it connects state policy to everyday concerns. Messages framed around living costs gain traction quickly, especially when opponents can frame a proposal as adding to those costs or shifting burdens onto taxpayers.
The best prepared organizations will not simply testify that a policy is good for their industry. They will be ready to explain how a proposal affects homeowners, employees, local governments, small businesses and regional economies.

The next Legislative Session will reward thoughtful preparation. Stakeholders should be building message discipline now, identifying supporters, pressure-testing opposition arguments and developing materials that speak to affordability in plain language.
